SPECIAL MEDICAL CAMP FOR THE DIFFERENTLY ABLED AT ALANDUR

A special screening camp for the differently abled persons was conducted on 5 th May 2012 by Empower Tamizhagam jointly with Tamil Nadu Udavikkaram Association for the Welfare of Differently Abled and Kanchipuram District Differently Abled Welfare Office at Montfort School, St. Thomas Mount.

. The differently abled persons of Alandur MLA Constituency were  screened by the doctors and specialist and needs and requirement of assistive devices for the beneficiaries identified.
The  beneficiaries  comprise of
a. Loco motor disabled including Cerebral Palsy (both upper and lower limbs)
b. Hearing impaired
c. Visually challenged
d. Mentally handicapped
 The assistive devices  requested were

 For Loco Motor Disabled
a. Tri cycles
b. Wheel Chairs
c. Scooters
d. Crutches
e. Calipers
f. Artificial limbs
g. Walkers
h. Foot wear, knee caps and hand gloves .

(ii) For Hearing Impaired
a. Hearing aids
b. Cell Phones
c. Laptops

(iii) For Visually Challenged
a. Glasses
b. Braille Watches
c. Cell Phones with voice software
d. Laptop with JAWS software

(iv) For Mentally Handicapped / Multiple Disabled
a. Special Water beds
b. CP Chairs
c. Special Wheel Chairs


4. Shri.S.Panrutti Ramachandran , Member of Tamil Nadu Legislative Assembly (Alandur constituency) has organised the camp  from  the MLA Fund of Rs.5 lakhs for granting Aids and Appliances and Assistive devices for the differently abled persons.

5. Since the disability ID Card is the basic requirement for availing various Govt. schemes like scholarships, disability pension, bus pass, etc. and for those who are not possessing ID Cards, ID Cards were issued  by the DDRO office Kanchipuram Dt. on the date of camp after being scrutinized by a team of Govt. doctors.


6. The PHP applications (for the Govt. monthly pension of Rs.1000/-) were received during the camp from the eligible beneficiaries by the Special Thasildar who will process the applications.The monthly  pension orders were  handed over to  About 10 beneficiaries   identified in the earlier  camp of the ASSOCIATION    by Shri Panrutti S Ramachandran

7. Applications for Monthly Maintenance Grant of Rs.1000/-  received during the camp from the eligible MR beneficiaries.The District Differently Abled Rehabilitation Officer (DDRO) of Kanchipuram District,  will process the applications.

8. The TADCO, have registered  candidates for TADCO’s self employment assistance for the eligible persons.

Deduction under Section 80DD--Medical Treatment of Handicapped Mother

A tax payer has an aged dependent mother who is handicapped on account of polio.
 She stays with him.
He claimed section 80DD relief under Income Tax Act, 1961
He  submitted government doctor's certificate for physical disability and also latest ration-card as proof of staying with the son.
The assessing officer has refused to grant relief under section 80DD on the ground that no bills/vouchers have been produced for incurring the expenditure towards medical/nursing.
What should I do?

REPLY
Section 80 DD entitles an assessee a deduction of Rs. 15,000 towards the expenditure incurred for the medical treatment of a person who is suffering from permanent physical disability specified in rule 11A. The deduction is allowable to an assessee irrespective of the fact the actual expenditure being less than Rs. 15,000 or more than that. you may  refer Circular No. 702 dated 03-04-1995 issued by the CBDT.
